Well, I was in Albania this July, and it was a fly & drive trip, so we flew to Tirana, rented a car, and went around the country. I explored the south of Albania, so from Tirana we went to Durres, Fier, Vlore, Sarande, Gjirokaster, and Berat.

But I am planning another trip, from Budapest, through Bosnia, Montenegro, to Shkoder, so I know a few things about that area as well.

If you enter Albania from Montenegro, the border entrance is alright, you have to pay a couple of EUR as a road / entrance tax, and the waiting is not too long. Then the 10 km road to Shkoder is fine, and you arrive to the city. Of course the driving in Shkoder, and in Albania in general, is something like south of Italy - you have to be careful, there are basically no rules, but you can manage it, you just have to feel the rhythm. What to see - there is the Drin river, with a beautiful hill and a castle on it, a couple of old Turkish bridges, nice main square, etc.

I would also recommend going to south of Albania, Tirana, and beyond, if you have time of course. How long are you going for? What places do you plan to visit?
