Okay, I was curious enough to do some searching. Some additional captions (translated from Russian) -

1) The Germans are following the "human shield" of our civilians. It was very popular in the first couple of years. It was believed to protect against shelling. Our policemen are also visible - three, behind the women’s backs.

2) Caption on the back of the photograph: “Russian women [walk] ahead to find mines. Hunting for partisans. Vitebsk, in June 1942 ".

The picture shows a line of local women in front of a Wehrmacht unit, which is supposed to protect the occupiers from anti-personnel mines or partisan attacks. The three armed men in civilian clothes appear to be local collaborators. The scene is filmed by two photographers: one - from the tower of the tank, the other - running in front of the column. Most likely, the column has just begun its journey - the photographer would not have run to the dangerous, unchecked area first.
